I've noticed a touch of it on my 07 Ultra since I installed the shorter shocks but only as someone else mentioned at very low speeds. More noticeable with a passenger. I have the 15,000 mile service coming up. Probably check the steering then.
I have a king tour pack mounted on a Yamaha V Star 950, and the wobble always starts when I let my hands off the bars, but with the hands on the bars no problem at all.

Yes, a tour pack of any type, or even a rack with a milk crate or duffle strapped on can create a problem. The typical location is about the worst, high and far back. This gives it a nice lever arm to amplify the effect on the bike.
As for handlebar wiggle when you let go of the handlebars, its not particularly uncommon, especially if youre decelerating, which is typically the case, because youve let go of the throttle. Without any damper action, which your hands do provide, the otherwise tiny wiggles can grow. Basically just like shopping cart front wheels so often do. For multiple reasons, some bikes are worse about this than others. Often times you can mitigate it with a steering damper, tighter steering head bearings, and moving the load around on the bike.
