V&H Monster Ovals have a nice rich sound but they just don't have the dB's many riders would prefer. Installing Power Duals will help a little bit but still might not be enough for your liking. 90% of the sound comes from the mufflers, not the headers. Don't get me wrong, get the Power Duals for sure, just don't expect them to make a HUGE difference.

I'm running Power Duals and Monster Ovals on my 09 RK
The PD's did bump up the sound of the MO's by 1 db. The biggest (and noticeable) difference came from the reduction of the heat on the right side. The sound of this combo is just what I wanted but this topic is so subjective that you'll really have to, either hear them on another bike or wait until you get yours set up before you can decide for yourself.
