They keep the wind from flowing up between the fairing and the tank. I also have a little ashtray-like wind deflectors between the fork legs, but I can't say that made a huge difference.
The fairing wings don't do much for keeping air from coming up from the bottom of the batwing. I just wish these were 6" shorter so they would allow more cooling air to the motor.
I've been using those 'soft lowers' for years...back in the 70's, I think.
I put them on when the temp gets down to 45 or so in the fall, and keep them on until it stays above 60 deg. in the spring.
I also have the fork mounted deflectors.
Went for a ride yesterday. Was 38 deg. when I left home.
Wasn't wearing my chaps and was plenty warm. The air seems to get funneled between the lowers, through the engine fins and out onto my legs.

It was probably a sight to see. I was riding with my left arm up just below my face to block the wind until I found a spot to pull over. Could barely breathe. Looks like a set of fork mouted deflectors are in my future.

Just picked up the baffle today, gonna try a run with the lowers. It would be really nice if this makes it tolerable. I like that it is mostly out of sight. Would've went with the black but would've had to order it. At $25 it's cheap enough for sure.
Mines a Road King but the idea is the same and I gave up on the soft lowers, I went full out and installed full MoCo lowers on and have not regretted it since. I have the fork deflectors and the triple tree baffle as well with no ill affects to engine heat.
