I don't know if there's any answer to the itching. I get that whenever I wear a stocking hat, riding or not riding. All I can suggest is that she try different helmets.
I had a helmet years ago that made my head itch. I tossed it out and got a new one of a different brand. No more itch.
It may be an allergic reaction to something in the helmet. Read the label and see what the liner or the foam is made of and try to find a helmet using different materials.
If that doesn't work ask an allergist or dermatologist MD what they think.

And this might sound crazy now, but tell your wife to quit caffeine before a ride. No coffee or sodas for a few hours. See if it works.
