I just set mine on a towel on the garage floor or on the lawn.
If you can do fab,make a rolling square tube stand (even 2x4's would work)with the same mounting hardware thats on the bike or some simple hooks that fit the brakets.
I did like RonH, except I'm using rubber pads that you can get at Home Depot. They attach easily with the self-adhesive on the pads, and mine have been on the bike for years. I remove the bags frequently to wash the rear tire/wheel, check the tire pressure, etc., and it is convenient to pull them off and place them anywhere, usually the driveway.
This doesn't help the contingency of falling over, like from a child or the wind, and when I'm cleaning I place them together (inside against inside) with a towel on each side to cushion the fall should they tip over. They never have, and there is less chance of it when they're together and supporting each other to some degree.
