I have a 97 FLHRI with a stuck throttle. I cannot advance the throttle at all. The bike starts and runs ok I just can't go anywhere! I've taken the handlebar assembly apart and nothing appears out of the ordinary. Nor do I detect any damage to either the idle or throttle cables. It does not have cruise control. Any help would be appreciated.

Have you been/had the cables lubed regularly? I've known people who have never lubed them and had them break. If not, I would get someting like PB Blaster going down those cables for a while to get them loosened up.
as suggested remove air cleaner and visually check that throttle plates are opening and closing with throttle grip.
I believe you have an idle speed control at the 4 o'clock position when looking at the backing plate- you could see if the adjuster has managed to vibrate in
