Sounds like you are topping out, meaning you have FAR too much preload. It is VERY rare to have full prelaod with a HD spring. Would like you to try reducing the preload to only one turn from full soft (turn both shocks caps counter clockwise until they stop, and then clockwise one full turn).

I had standard springs on my 13" and about 200. I leterally had no preload when solo and about 3 turns from 0 preload with 150 lb passenger. Even with standard springs when solo I did not get the 30% sag I wanted. I agree I think the 250 rider with hd springs and max preload is topping out not bottoming out. Either that or something wrong with the shocks.
