Looks like a chrome "Fly Screen" but it probably is something else.

 

It is the handlebar clamp/shroud that came stock on the Road King Custom. You might be able to pick one up on Ebay, or perhaps this site.

You will, however, have to use a new spear on your headlight nacelle to make it fit. I'm not sure if there are any other items you need to make it work.
