Spray some silicone lube inside the horn, sounds crazy but works.... Atleast with mine it did.
Awhile back I was at the dealer standing outside waiting on my bike, and one of the techs came out with a cloth and a can of silicone spray and sprayed the CRAP out of the inside of the horn. So much so, that he was using the cloth to catch everything that dripped out. Sure enough, the horn started working again!
Sometimes when mine gets wet it quits working and then it drys out in a couple of days and starts working again. A service tech told me to just spray it with silicone. I never use my horn so it doesn't bother me but I noticed it just checking it out after washing the bike and twice after riding extensively in very heavy rain.

I have the Stebel Nautilus now. Separated the horn from the compressor to keep a stock look. Less than $50 for the whole project including Stebel, relay and plug and play fused harness.

Head down to your local O'Reily or Autozone and look what they have. It is nothing more than a car horn under there. You can buy a few different ones. I bought the really loud one and I will tell you, it's really loud. About 14 bucks or so.
