Drilling a small hole does work, 1/16" - 3/32" usually works.
I also recommend filling that hole with a dab of clear silicone adhesive. no whistle then.
Also, if you remove the shield you'll see a witness line where the fairing edge hits, cut some clear boxing tape & place some on both side of the crack below that line, it acts like an insulator to keep the cracked sides from vibrating.
