I'm sure its all of the above: placement and draw. I replaced my lighter socket with the accessory outlet that HD sells (direct replacement) because the lighter sockets is specifically designed NOT to work as a power-point (at least on my '09 Ultra). I use a similar USB plug to what RollaMo shows above.

I'v been running GPS power out of it for about a year-no probs. Just check for contact with the bars at full left lock first. I've got about 1/4" clearance.

On the HD website advertising for the 2011 Limited, it calls it a power port and tells you to hook up all your toys to it.

I'm sure that's the one in the trunk, as it comes with a power port installed there.
