The same thing happened to a 2010 trike. It was a bad connection to the throttle body. The plug can be seen directly behind the air cleaner. The Harley technition unplugged it and cleaned the pins the put some pin grease on it and plugged it back in and no more problem. It didn't set any codes either. Same identical symptoms as yours. The tech said he had seen several with this problem. Took long time to fix first one. You have two positions for the throttle valve. From idle to 2750 it will only open part way. Once 3000 rpms it will open the rest of the way. If the signal is sent and it doesn't get to the throttle body every thing else goes to wide open including injector pulse therefore poor mileage. This is on the TBW systems. Not sure if yours is TBW. My bud has a 2008 UC SE and it is TBW.

Buddy here in Charleston with an almost stock 96 had similar problem...
Dealer for a long time told him to downshift... They did a Compression test and found the rear cyliner very low... Found a cracked ring or two... he ended up getting a 103 kit put in for just cost difference between 96 & 103 (jugs & pistons), warranty covered everything else... Now all is good..
Okay 1931jamesw, and Classic53 I got my bike back this afternoon, Shop said it was my Power commander but I was not sure that is what it was and came home and loaded my software back in the PC. Got to work and seen your post on sumping and as soon as I got home I took the sump plug ( Plug next to oil drain plug ) and all the oil in the bike came out of it. if I was only to get 6.5 oz I would say that the bike is sumping for sure. I also had the bike on the stand and I spun the rear wheel and the pully on the transmition is what is making the noise as well it is clunking slightly when you rock the tire back and forth. I am guessing a bearing? anyway any help would help. It is still under a factory warranty because I am in the Army and was deployed for a year and if you send Harley your deployment orders they add that time to your warranty. I am thinking this is something that they should fix?
Seeds, it sounds like you might have pulled the wrong plug to check for sumping. It is the plug towards the front of the bike by itself. It is a allen head bolt. That "clunking" is most likely slop in the transmission. Did you do this when the bike was in gear? If it was in gear and you rocked the rear wheel back and forth you are hearing the play in the transmission.
Now, if you did pull the right pulg out to check for oil sumping and you did get, as you said, all the oil in the bike out, you got a serious problem! Sumping is when the scavenger pump can't pump the oil out of the crankcase. You should have less than 6oz. of oil when you pull the plug and measure.
A friend of mine had the same problem on his way to meet us for a day ride. I looked the bike over and found a fuel clamp on the hose under the fuel tank in the front. After removing the clamp he was fine for the rest of the day.
One day, I also had a problem with my bike doing the same thing as yours and it was determind that it all started after I top off the tank. Later, I was told on this forum that I should not fill the tank up all the way because this might screw with the EFI on the bike. I haven't had anymore issues since that one incident.
okay I am stupid, I did pull the wrong plug and when I pulled the correct one I got right at 6 oz. of oil, so I think I am good. Refilled all the oil and got Dyna jet on the phone and they connected to my computer and fixed me right up on my power cammander. Went for a ride and She ran like a scalded ape. I got home and my wife asked me to run to the store before I came in to work and turned on the bike and it would turn over but would not crank. I then noticed I did not hear the fuel pump, So long story short, I hauled it to My local HD Shop and told them what was going on and what codes that I had. So i will find out soon I hope and I will let you all know what they found
