I have a set of hawg wired tweets with Titan xl 6.5s and I only have the 6.5s plugged into the elf two channel amp. I can't figure how to get better control of the tweets. They are plugged into the stereo and hooked to the front speaker connection. There are three sets of pre amp outputs. I plugged the amp in the sub pre outs for a little more control. I can et left and right control but no front and back. It will only play back which leads me to the belief the the fronts aren't playing. Any suggestions?

Correct! But I'm not tying my tweeters in with my amp. They are tied in with the alpine head unit. And no, they do not have crossovers but do have their own filters supplied by hawg wired.
Filters? must be some type of cross over? You have a wire diagram? Contact hawg wired for support? To be honest I think you dont have them hooked up right.
Reading your post again and thinking on it. This is what I come up with.
You do not control the tweets separate. You do not wire the tweets on rear speaker output wires separate from main speakers. You hook up the tweets in parallel with the front speakers.
