I dont know all your circumstances.... however here is take on this..... I would NEVER
buy a used Bike without a test ride..... I have a license and insurance on anything I ride..... If the owner wants to follow me in the car, thats fine, no problem. I can understand the owner if you are not legal to ride.... ie No license and no insurance......
and I even like to have MY mechanic look over the bike and check it out.... sometimes this is not possible due to location......If the guy that owns the bike has nothing to hide he should agree to these terms, if he doesnt.... I WALK. TOO many good used bikes on the market and I NEVER get in a hurry when its MY money..................................... just my .02...................hdman
