What I did was take the whip off at the base, cut to size with a dremel and reinstall. No change in reception. It measures 24" right now and I'm thinking of cutting it down a little more. Cost... Zero.
By the description "Fits 99 and up Touring models with radio" it looks like it will, but I'm not positive.

KIT,SHORT AM/FM/WB ANTENNAEmail Product Info Price: $23.96 Msrp: $29.95
This compact antenna is only 19" tall, and is a stylish change from the Original Equipment whip antenna. The low-profile antenna simplifies covering the bike for storage. Easy to install, the Shorty Antenna screws on to the factory antenna mount.
It replaces the factory long-whip just fine on a Street Glide- I put one on my '11 this past week. Granted, I'm running a Sony deck in the fairing, but the reception doesn't seem affected.
On point though - since I switched to Custom Dynamics LEDs for the signals, there has been a pronounced blast of fuzz through the radio since ever since I installed their Load Equalizer (on both the HK radio and the Sony/Biketronics setup). With the short whip, that blast of fuzz is far more pronounced than with the stock antenna. I have to look into a Badlands LE; even the 'coated' CD LE didn't stop the interference issue.

For the buzzing, you might try to add ferrites to various cables until to find the right one. They may reduce interference..
