Just tried out one of those cooling vest, a cheep one and they are great. used it under a textile jacket in 98 degree weather for over an hour and it was like I was airconditioned. Has any one else tried these?
What brand and where to you live? A friend bought an HD mesh jacket with hydro-packs and said it didn't work well in this climate. Apparently their effectiveness decreases with the level of humidity, and it's always humid here in S. LA. I would love to find something like this that works, though. Please describe the one you tried along with a link if you have it.
I wear a mesh jacket that I pour a little water on. It is like riding in a/c on those hot days...does not matter if it is humid or not...it is MUCH cooler than riding in a t-shirt.
I have a Bilt cooling vest that I picked up at CycleGear for $30. Soak it and wear it under a mesh jacket. Lasts a while... just stop and wet it down when it dries out. Works great.
I purchased it from amazon.com it was I think 32.00 with free shipping. Also had a guy say just take an old sweat shirt and soak it in water and wear it under a textile jacket. That may work better because it would keep your arms cool.
That method would work for less than 5-minutes in the deserts of the South West. I use the Harley cool vest under a textile jacket. ACtually I have two of them, one is a waterproof bag soaking while I wear the other. Then alternate as necessary.

+1 this is what i do and it works great, by the time you stop the shirt underneath the mesh is dry. Before you start out again reapply the water.
I bought couple for me and wife few years ago from a forest supply store cheap $18 ea they work good but sort of bulky and too many buckles to snap. Yesterday I ordered little better ones from Ridecool.com for $48 each they go all the way to the neck to keep you cool. After soaking they are heavy and last almost whole day before completely dry.
