Does that go over or under the foam sock?

They just slide over the foam sock. basically just helps shield it from the extra air. You can even make your own with a couple of pieces of tape.

This was my experience with HD head set verses the J & M hi-output. My brother and I are riding, I'm on my RG he is on his Ultra. We switch bikes down the road just for the hell of it. I plug into his stereo (with J&M head set) and it just about blows my brains out. He plugs into my stereo (with hd head set) and he cant hear the stereo. He has to turn it up, way up, to hear. When we switch back, same thing in reverse. Just saying that I'm convinced that the J&M are putting out. Catch them on sale and you shouldn't see much difference than the HD.
