The plug on the back of the lighter? If so i checked before i put it back together. I also checked to a good frame ground, read .01 volts. Everything else works
There should be a plug in the fairing that the two wires for the cigarette lighter come from...possible it came loose or is corroded. If the bike still starts and has power everywhere else, its a wiring problem for that circuit only. Take an ohm reading through the fuse...if its still good, then might as well open the fairing up and work back from the lighter to the main harness connector.
I'd definitely double check the work I did and make sure my splice was 100% and ALL the fuses were good first though.
Check the other fuses I just blew my fuse and it was not the one I thought it should be. For some reason it was a different fuse. Also my horn and signal lights went out.

Take the wires off everything and measure one side to a good ground to see if you have voltage. If not then work your way back from there.
My guess is that your splice is bad somewhere or you've pulled one end of the wire out.
Also I would go to radio shack and buy the slide on clips and use the extra lugs on you lighter so that you don't have issues later.
