When I hooked in my satellite I just pushed the wire on with the terminal. No splicing needed. But I agree with previous posters. You might have polarity switched, or you may not have the key on.
It is very common for Harley to have these wires switched from factory. + to the outside of connector
There should be an inline fuse some where behind the fairing. My father-inlaw had the same issue and that is what the Harley shop told him. I dunno if he ever fixed it but I will ask him and post another reply when I find out.
Also the other thing I would check is with your multi-meter with the fuse out and the bike on check to see if you have voltage at the fuse box.
The cigarette lighter has an inline fuse that can blow.
Also remember that it is wired backwards to prevent riders from using that plug for accessories. They found riders could not steer hard left with something plugged in and it caused accidents.
