Does it mean that brakes on HD Tourings 2011 bikes are Brembo ?

Yes. Harley went to Brembo as standard for Touring models with the 2008 model year.
It was used as standard on V-Rods before that too.

Another thing to remember is the Hand controls (Rear Brake reservoir) used on the Brembo brakes are different size than the ones used on the older brakes. If you already have the controls for the 2011, you are set. If not, try eBay. There are controls all of the time.
