I would think for that price you could find some OEM bags painted black with all of the hardware. Maybe not here, but try a WTB in your local CL and see what pops up. I paid 200 for mine complete. And the dude threw in a V&H Pro pipes header/exhaust for another 50 just to get it out of his garage.
I say buy them and let us know. They do not have a lot of feedback so its hard to tell.I am sure they are probably from the fairing factory or something similar. I have heard both bad and good about fairing factory
When eyeballing something like that, factor in the cost of all the hardware, matching locks, hinges AND paint. I considered it all when making my decision and ended up getting complete OEM bags off ebay for $600. Since they're Harley and vivid black, I know they match.
I bought a "raw" tour pack off Ebay. Just the top and bottom. By the time I bought all the hardware, and had it painted, I was very close to what I would have payed at a dealer for a H-D OEM part complete. Would not do it again. Good luck.
Ok here is what I did for my wife's Heritage.
I went and talked to my local service manager at my HD dealer. He had multiple sets from takes offs from accidents. Some were better than others. He gave me I said gave me two saddlebags and a tour pack. Now the tops of the saddlebags and the top of the tour pack were different colors but that didn't matter. I took the to my friend in the body shop business and he repaired any scuffs and dent's and painted them for me to match her bike free of charge.
I bought the saddle bag locks and tour pack locks to match and keyed with the ignition.
He also gave me a luggage rack for the tour pack. I also bought the paint from the dealer as well. He figured that they would just throw them away because the were slightly damaged and mis-matched. So he made money on the hardware and paint.
I have a great dealer and would put them against any dealer out there.
Of course anything I buy I buy from them that includes everything from oil to the bikes themselves.
Go ask your local dealer if he has anything damaged that can be fixed. you might be surprised.
