Yep, you are dead on. These things should come with the Heritage bars. I just installed mine yesterday & it reminds me of how comfy my heritage rode. Easy install & nothing but bars & a service manual required. No new wires or cables required at least for the 08 model year. It's like riding a completely new bike!
I put them on my 2011 Road King Classic, No new wires, cables or anything needed except the Heritage Bars. Huge difference, And the Riders' Backrest made it totally comfortable even with the stock seat.

I have a 2011 RK and looking to change my handlebars to the heritage type as well.
How difficult is it to swap out ? what are the got ya's I need to look for ? Mark the wires unless you have a good memory
Is it hard to re-thread the cables internally in the handle bar ? No, Did not have any trouble pushing the Throttle wire through.
How long did it take you to do it yourself or if you had a dealership/indy do it, how many hours did they bill you ? Took my brother and I an hour and a half and he basically did all the work.
Is there a good place to purchase the Heritage handle bars and what am I expected to pay for them ? Got mine at Brothers H-D in Connecticut for 79.95 plus sales tax.
Since I have throttle by wire, I guess I would need a later model handle bar, is that correct ?
Mine were labeled as Road King Heritage Bars for 2009-2010. My 2011 RKC is Throttle by wire also. Laconia Harley wanted 2 1/2 hours and Shenandoah Harley said 5 hours or more.

My parts catalog is back in New Hampshire but the bars I bought were listed as Heritage Bars for the Road King, Laconia told me they use the Heritage Softail bars but I bought the ones for the Road King from Brothers for 79.95 just to be sure.
