Make an offer of 20.5k. All the aftermarket parts will only ad 10-15% to the value. It is customized for him, you would hate to by it, then start replacing parts. For 23k, you could just buy new and start adding your own accessories.

You can buy a 2012 for 23k. He's wanting to recoup his losses on all the accessories. Offer him 20.5k and be ready to walk away if he declines. You can always call him in a day or two and reiterate your offer if he still has it.
