The engine is choked, can't get air in, can't blow it out the back, you will see some improvement in performance with the pipes, but minimal, the quickest increase is to do both.
Any decent after market pipes will do this, just a matter of personal preference.

Will the mods as listed affect fuel mileage one way or another. My Dad has an 05 Ultra and it needs to be un-corked. We just took a 1600 mile trip over the weekend and our fuel consumption was identical. I thought a injected twin cam would get better mileage than my EVO with S&S carb, Andrews cam, Branch heads, Kerker slip ons and a few other goodies. I was hoping that the 05 stock would out perform my 96, like I need an excuse to trade up to an Ultra.
The mods themselves are not a reason for a mileage drop, it's the way you ride it to test them out after you do them. If you ride a bike with intake and exhaust and fuel enrichment of some sorts, and providing you don't hammer it, the mileage should be very close for both, quite possibly better with mods if it is set up right with the right parts.
