Did some searching and can not locate this issue.....
I bought my '08 Electra Glide in September with 4300 miles on it, for the last month and a half the bike idles at varying speeds at all different times. One time I start the bike it will idle normal 900-1000, other times 1500-1800 and then at other times 2200-2500. Again it does not change when the bike is running, what ever it "sets" it self at at start up it stays at. Help me out bro's....
If the reset procedures don't work, there is an updated map that can be downloaded at the dealership that was made to fix this problem. I think it's free. Maybe dawg has the service bulletin number.
On my 012 SG there is a rubber vacuum plug between the cylinders at the top...My bike spit a couple of times in the course of changing maps and that rubber plug popped off. Found it a day or two later wedged between fins on the cylinder. It runs much better without a major vac leak.
I don't know if your bike has it but its worth a look...I couldn't tell exactly what it was coming out of but I'm guessing the manifold.
My bike had an idle going up and down about 2 to 300 rpm...
I reset the throttle position this morning before leaving for work and it seems to be working. Rode to work then put on 50-60 miles with 4 restarts and it idled fine every time. Thanks for the help....
I have experienced the same on my '07 FLHR on a very intermittent basis; sometimes not for weeks on end and then it will not idle and stall, but the next start-up and it will be fine.
I would like to try this "reset" but I must not be viewing everything that you guys are posting 'cause I don't see anything relevant to a reset procedure other that it utilizes the ignition switch!
Can you be a little more specific or is there something available at the HD website?

The reset procedure is quite simple, turn you ignition on foe 10-15 seconds and off for 10-15 seconds, repeat this 4 times. This did the trick for my friends 08 that had the same problem as the OP.
