Do they still install signal arms on cars in the South or are they optional? It would seem as though either they don"t use them or we should be able to read their minds. This courtesy could reduce some accidents. It is still a law?

Yes. They are available on every car and their use is required by law. The issue is that the vehicle operator would have to give a **** about someone other than himself and his phone call or text message
