I bought my 04 roadking new and had ordered the king tour pack with it for longer trips. When it is loaded and the wife is on the bike the front steering can get a little snakey at slow speeds. I was wondering if anyone else has had this feeling. It almost feels like the tour pack is too far back.

Have all, Road King, Ultra-Classic tour pack all the way back, wife and all kinds of useless crap in the bags and tp. No problems with any thing.
Try putting a fairing with dragon wings on it and then the lower fairings with adjustable vents and all your troubles will be taken care of, everything will now be in ballence.

Seriously I don't have any problems with steering with or with out all the stuff mine is lugging around.
Have you had this problem with out the tour pack?
And as previously mentioned, are your shocks aired up properly?
