If you're going from a stock air cleaner to a high flow air cleaner (stage 1) you either need aftermarket fuel/air management like a power commander or a HD dealer can do a flash upgrade on your ECM.
If you were only adding slipons it wouldn't be necessary.
When both the exhaust and intake breathe better you should go with a tuner. There is a lot of controversy as to how much the 02 sensors and ECM will compensate but the bike runs lean from the factory. So it is generally a good idea to richen it up.
You have the Stage 1 AC, now you are going to install slip ons. That will change the air/fuel mixture. It is recommended that you either flash your on board computer at the dealership, or get the Power Commander and program it to your installed items.
Sometimes the settings provided by Power Commander do not completely tune the bike to ones satisfaction, therefore, dyno tuning the bike may be in your future. I am not completely up to date with the new power commander systems on the market today, so I might just be blowing smoke here.
I had the power commander 3 on my 05 softail, and went through what you are going through now. Had changed the cams to S&S 510 gear driven cams which made a big difference in air/fuel mixture and couldn't find a satisfactory program from Power Commander, so had to have it dyno tuned.
Stage 1 ac with slip ons? a fuel pak would suit you better... less expensive than a PC.
If you mod your bike beyond a stage 1... by all means go with the PC. The fuel pak is just a basic tuner, easier to use.

NO, you do not need a tuner. The ECM will compensate for an air filter and slipons. But it will compensate to the factory setting that it is now, which is lean and runs hot. You should check into nightrider Xied's, they will richen it up for you and only cost a little over one hundred dollars. But you don't have to, you can just do the stage one and leave it at that. If you decide you want more power or want it to run cooler then get Xied's or get a tuner if you want to be able to contol the mixture. Xieds work great though, if you are not into messing with the tuning then that is what you should get if you decide to change the fuel mixture.
Your 06 EG wont compensate for the addition of ac and slipons. 06 has no O2 sensors. If you want a cheap tuner I have a Cobra FI2000 that I had on my 06 EG and it worked fine. Idle was better, cured the low speed surging and it ran much cooler. I no longer need it and I'll sell it cheap. It fits an 06 model only. Email me if you're interested jnsb3@frontier.com.
