In one word, No. Slip 'em on, ride 'em for 'bout ten minutes or more and let the factory ECM do it's job. It does have the capability to make slight adjustments for no more than what you're doing.

I don't know about an 06 compensating, never thought about the 02 sensors. The Xieds use 02 sensors but I'm pretty sure they have Xied's for earlier model bikes. Give Steve at nightrider a call and ask him about the Xied's, then let us know.
NO, you do not need a tuner. The ECM will compensate for an air filter and slipons. But it will compensate to the factory setting that it is now, which is lean and runs hot. You should check into nightrider Xied's, they will richen it up for you and only cost a little over one hundred dollars. But you don't have to, you can just do the stage one and leave it at that. If you decide you want more power or want it to run cooler then get Xied's or get a tuner if you want to be able to contol the mixture. Xieds work great though, if you are not into messing with the tuning then that is what you should get if you decide to change the fuel mixture.
+1 on the VIED, you shouldn't have to worry about a SERT or PC or any other acronym until it goes beyond a Stage 1.
