2012 ultra ABS is there a break in on the pads both controls seam soft thanks

Most new brake pads (car, truck, motorcycle...) take a couple hundred miles to set in.....

After that they shoud have a nice easy touch to them.

As Tinman says, new brakes will bed in after a while. I haven't ridden the latest Harleys with ABS, but the few bikes I have owned or ridden with it have had soft brakes, compared with bikes that don't have ABS. It will be interesting to hear from other 2012 ABS owners.
