It is made to lock in off position not just fork lock position. You do not have to lock your fork to keep someone from starting your bike!

My wife's 2011 Street Glide is really hard to turn the key with it in fork lock a little shot of PB-Blaster on WD 40 might help.

OK, so I'm not crazy, you can lock your bike without locking the forks? Chopswalton, you said that in way less words than I was using!

Here's directly from the manual

"Locks the switch in either the FORK LOCK or ACCESS switch position. Remove the key for security."

Can not be locked in any other position.

Why would you want to lock your bike in the Accessory position?

Wow learn something new everyday. Just tried it on my bike and Yep locks in the ACC and Fork Lock position. Now as to why you would want to lock it in the ACC position with everything on is beyond me. LOL
