If wheel is flexing then rotor could drag. Floating rotor has some flex. I had problem with a wide glide rear wallow I had a spoke wheel. I was just making suggestions.
Just terrible frames and suspendions on baggers. My '00 road king has progressive 940s, Racetech front springs with gold valves and a trv brace. It still does it no matter the tire.shock tune. I think it is really just frame/bushing flex at this point. Just got a '09 flht.
I been wrong before but I think if you lower the front end then you MUST lower the rear end to have right suspension geometry. You can lower or raise the rear and leave the front alone but it's not same as for as making any changes to front end.May be ask the shop see what they think.
Imo I havent ridden a bagger yet that when pushed hard will wobble. It just aint limited to harleys ether, any non sport bike will do it. On my 10 it has to be pushed alot harder then my 05 but it's there. Also on my 05 I had ohlins rear, tru track, and race tech front. I just accepted the fact that it is not a sport bike and enjoy the ride.

The rear of the Road King Custom came lowered from the factory, like a Street Glide is now. When the front was lowered it was actually brought down to match the rear.
I just put 13.5" progressive shocks on the back of my 2011 ultra limited that had the same issue. I can now take the same sweepers 10mph faster(70-80mph) with no wobble. I also just put a metzeler back tie on. It is a sport bike like tire that can handle the load of the bagger. Spectacular riding tire that removes any wobble from concrete seams during lane changes.

I agree , the new frames are a lot better but the flex that causes the wobble can still be found you just have to push a little harder
