From my manual for my 99 Ultra; the T-27 screws are torqued 30-40 inch lbs.

Nope mine is an old 2006 probably on my own on this one. On a side note it has 50,000 almost trouble free miles.

Greetings Nev

Clarification is needed here to help me understand exactly what you did and where you did this "grabbed the read brake wiring and wiggled it".

If this fixed the problem then you have a naked wire within that bundle that you wiggled.

Trace each one of those wires from one end to the other and find the bare spot on that wire and cover it up with protection.

The wire bundle runs up along the voltage reg into the rear brake pedal. It appeared to be somewhat pinched in the voltage reg. I pulled it out of the pinch point and cleaned some oil from it I guess that was from my recent oil change. Anyway I then tried the ignition switch and the tail lights worked. I applied the brakes both front and rear and everything worked as normal. So no more fuse blowing, I sure I didn't fix the problem but I think I at least found it.

Sounds like you found source. I had same rear light fuse problem and found it to be the wires running from ignition switch to the front connections that run beside the radio brackets. Somehow they were getting pinched, I never found bare wires so I wrapped them with the wire wrap stuff and haven't had a problem since. I guess the reason I looked there was because I had the switch plate off recently. Sounds like your wires were just getting pinched and you may have moved them enough to prevent further trouble. I've also had ignition fuse blow and that turned out to be pinched wires in the handlebar switch. Lots of fun with all these wire stuffed in small places.
