That would **** me off too. Chrome should last for many years. It's not a "wear item" such as tires/brakes/belt, and ought to be covered by warr.
Do all harley products rust that quick in FL. or is it just TomPro's?
Thats the question i have....
Depends on where You live. Salt in the air is Hell on Chrome and other metals.
I live 60 miles from the coast. Anytime my bike is in my shop I keep a fan set on the low speed blowing on my bike. It helps keep condensation off of it. I've had mine for 13 months, ride to the coast a lot and have no rust. I do keep mine clean though. I also think it helps my tools and other stuff from rusting just by having an air flow through the shop.

You bet the moving air makes a difference. Here in the northland I have had things set in my shed, which has a concrete floor and no heat, and when the frost comes out in the spring time the floor gets soaked as do any items setting around in it. The condensation will migrate up onto to vehicles setting in there and eventually go after treated metal (painted, plated, you name it).
I would bet as others have said if he were to wash it thouroughly with H2O that would keep it in check.
I got a 2008, I live in Norway, by the sea and it rains A LOT. I don't have a garage, so my bike is kept in my driveway ( I know, it's a shame ).
Anyways. My seat-spring, springer-springs, the chrome nut on the console and other chromeparts are rusting.
Mounted the RSD headlight relocationbracket about two weeks ago, and today I saw the "hole" for the allenwrench in the new bolt were full of rust.
So. Where can I get springs, bolts etc. in polished alu or stainless? Not a big fan of chrome anyways, so wouldn't mind changing some stuff, but where can I order it online?
Ohh... And I wash the bike like every week, and use autosol on the chrome, but when it rains 3-4 days a week ( this has been a real bad summer ), it's not much more I can do.
I'm having some of the same problems with rust. Have a new trike and have kept it detailed with Meguiars detail spray and their wax. It has 4 or 5 coats on it now. There's roughness like it's starting to pit on the crash bars, rocker boxes and even the oil filter is rusting. This bike has been kept clean, very clean. I'm thinking the problem is with some of the chrome not being a top notch job.
