You've already had a few comments explaining what is probably the problem. Be sure that the front wheel is straight when coming to a stop especially when working the FRONT brake. The bike will want to go down in the direction the wheel is turned regardless of your speed. A guy I know that I've riden with also has this problem.
I would without a doubt sign up for a riding class. Last thing you want or need is to be uncertain of yourself while you are out there riding. There are enough things to worry about that are not in your control. You need to be ready for that.

Whatever you do, don't be discouraged or embarrassed. I've been riding Harleys since high school and have plenty of experience, yet this new 11' UC of mine is a real load and demands respect simply because of the weight. The balance of the bike is great, but just has me in a new learning curve. I've got just short of 4k on it now and I'm finally pretty comfortable with it. I'm really close to 60 now and my strength and balance isn't quite what it was even 10 or 15 years ago, so I just need to pay a bit more attention
Are you flat footed when stopped? If not you should consider shorter shocks and/or a new seat. It's easy for the bike to get shakey unless your feet are firmly planted.
I have a road king too and it sounds like you are using the handbrake to much, you have to slow down with the foot brake becuase at least with my bike if I use the hand brake she wants to pull in one direction and lean low.
When you are coming up to the stop keep your head and eyes up ant in front of you, look out in front of you and not down as the saying goes"Look down go down". I lighten up on the front brake as i am almost stopped and finish the stop with the rear especially when two up. Go to a parking lot and practice practice practice you will get it.
