which cvo model, what year? i don't know if they've changed any or not, but there's a good chance that the latch covers for the 2003 cvo model may be different than the 2012...
There's also a good chance that if you don't own a CVO and can provide the VIN number, you won't be able to order them. (restricted Parts) - Heaven forbid anyone other than a CVO owner should buy a CVO part!

Really the only Restricted parts are painted parts and emblems or other items that identify it as a CVO. I have the parts catalog from a 2010 FLHXSE and this is the case. I used it to order my CVO rear fender setup before the Moco started selling it as a P&A kit. Saddlebag latches are not restricted.
Harley has used a few different latches on CVO's: Stock chrome, stock color-matched and the Rumble Collection latches recently.

Great - if you can get em get em. I couldn't get my dealer to order the CVO tourpak liner bottom or top - and neither said CVO on them but the parts manual said restricted . . .

Actually they do have the CVO logo on the pouch on the bottom liner. I got one and yes it is restricted due to the logo.
I've had dealers say something is restricted then looked in the parts book and it's actually not. Some are just too lazy to look.
The ones off the 2010 ultra classic are all over ebay. you would come out much better going that route. My buddy wanted to buy a set of matching passenger pegs for his 2012 Se street glide and they were well over $100. If they want that much for CVO pegs, I can imagine what it is for latches.
