Default valve seals

I just got done doing the heads on my 1980 FLT , can anyone tell me how come there wasn't any valve seals on the guides? the bike has never been apart , it's got 23K miles , was it just a mess up from AMF! the bike didn't smoke any , just a puff when i shifted , which i thought would be the valve seals , i went ahead and put seals in it any way , just thought some one could tell me alittle about it . i lapped the valves ,they wasn't too bad at all , any information on it would help me a bunch Thanks
