Default Volt meter issues

The volt meter on my 09 Ultra bounces between 12 and 14 volts when warmed up and at highway speeds of 70mph or more. Works fine until it is at operating temp. I have changed everything from stator, regulator, battery, gauge, and cleaned all grounds. Can't find any loose wires or connections. I have checked volts with meter hooked to battery and running 14.25 on the road. I even took the oil cooler off to see if it was overheating the regulator, didn't help. Could I have gotten a bad gauge? Anyone got any ideas.

If you are measuring 14 or a little over when underway with a vom and the meter in the faring is still dancing, then its in the meter or the connections to the meter.

I purchased a 2012 Ultra Classic EG. I had problems with the charging system. It would charge on and off while riding. I took it back to the dealer and they kept it for 8 days waiting to get to it. They replaced the voltage regulator. I still had intermittent problems with
it. I did not want to give it back to the dealer and let is sit for another week so I started to check out everything on the bike. I found two ground wires extremely loose under the seat deep down in the frame. This was the real issue. Maybe others with charging problems have
the same issue, and not the voltage regulator. Now that being said, once it was charging I also had a problem with the volt meter. I had to carry a VOM around with me so when the gauge said that it was not charging I had to check for sure. Sure enough it was charging but the gauge was operating off and on. Two times I had to open the fairing and tweak the nuts on back of the volt gauge. The wires just push on but there is a nut or two there also.
Hope this helps.

Sounds like a meter problem the way I read it.
