anyone know the history of the lowers?
when were they first put on the bike?
Why were they put on?
what was harley trying to accomplish by putting them on?

Don't know when they were first introduced, but the answers to the second two questions seem fairly obvious.

but "fairly" obvious from the standpoint of leg protection from wind
or to give more stability to the bike?

or to direct more air to the engine?
