Your bike should have plugs in these holes (2 on the right side). The part number is 90329-98 ($1.50 ea). No doubt you can find them for less at a hardware store but you'll know the ones from the dealer will fit. The dealer won't be too thrilled to order them as they have to buy 10 at a time and hardly ever sell them - BUT, that's their problem, not your's.

Don't recall ever seeing anything mounted there. Maybe it's an anchor point for the frame fixture when the frame is manufactured?

As some have mentioned, you should have black plastic plugs in those holes.
I have a 2011 FlHX also, and have the same holes (with black plastic plugs).

I have black plugs in my 09 SG as well. Wouldn't have thought about the holes til I saw your photo.

Mine had a bolt in each hole. I just used one to mount my inspection sticker plate.
