I just can't understand why the ECM has to be "fooled" into thinking something is going on when it's not.

Your quoted passage clearly states..."The engine is not 'technically' lean, nor will it go lean when you make exhaust and air cleaner upgrades."

Why not just accurately give the engine (through the ECM and all it's various tables and sensors) what it needs (or the rider wants it to have) to provide the results one is seeking?

IMHO, to "fool" the system and just arbitrarily dump in more fuel seems a bit amateurish.

I think he's talking about a Power Commander, not a Power Vision, but I could be wrong.

Because it costs 250% more to get about a 10% better result. (and that 10% is rarely used or felt by most riders)

The XiED family of Products do not arbitraily dump in more fuel. They work in conjuction with the ECM to put the AFR at a preferred 13.8:1 - 14.1:1 instead of the EPA performance choking 14.6:1 AFR.

One is a piggy back system, one is a flash tuner.

Click HERE for all the details

You do not have to do it. Your ECM will compensate for just the air cleaner...it will keep it at the EPA mandated 14.6:1 which will not damage your engine, but it is less than a satisfying riding experience.

By installing the XiED's you will get a much smoother running engine, and it will not run as hot. Surging and hesitation that is common in the stock EPA tune will be gone.
Is there an XiED for the '06 EGs?
