I'm not sure the folding flat bottom board can be immersed without warping.
Try ammonia in warm water to hand wash the fabric then expose to sunlight.
I keep a few plastic Walmart bags rolled up tight and small (You can flatten, fold, and roll up 5 or 6 bags into about the size of a cigar) and you can put your wet stuff in the Walmart bags, then store them in your bike. Keeps your bike bags and contents clean and dry.
I first started doing this to put wet sweaty stuff in before sticking them in my gym bag after work outs. Helps reduce the funk.
Also comes in handy if you encounter some rain on your ride, and you have something you don't want to get wet.
I recently pulled over and picked some muscadines, and used a bag to bring some home in!

I may have goofed, I was referring to the extractable luggage bags.
To remove a pertinent smell from fixed/stiff liners milk should do the job in 2 to 3 days. We took the smell of cigarette smoke out of a small office by exposing fresh milk in a large tray. My former boss had a PhD in Chemistry
