No if your asking about the Cee Bailey TRSSC (super step) a 14" is about 11" tall because the way they lean back. There is a height chart on Roadglide.org
I used to run a 15 and it was about 11.5 now run a 16" love it, looks good and works great for solo. The step style shields on the RG work we'll for solo but not too good for the passenger
