I have a 2007 Ultra Classic. Can anyone tell me what the gray connector located in the Upper Frame Cross Member (Under Seat) is? The service manual shows that it is B+ Connector (160). There is nothing connected to it, but I don't know what it's for.

You have TWO free connectors under your seat.
B+ Connector [160B] which is a NONE FUSED main wire harness circuit(It is protected by the 40 amp maxi fuse), it is directly downstream of your voltage regulator(Comes off #2 terminal of connector[77B])and is the same circuit that supplies the ignition switch power.
It is a 1 Place PackardConnector.(Red Wire)
Accessory Connector [4A] is theother connector under the seat, It is a fused accessory circuit, that is turned on and off with the accessory switch with the ignition ON.
It is a 4 Place Deutsch Connector (wire colors#1 O/R, #2 R/Y, #3 O, #4 BK)
I haven't looked under the seat of a '08, but on the '07 it is under the seat, in front of the battery. On mine there is a bundle of wires stuffed in a cavity there. Taking these out should reveal the B+ Connector and the Accessory Connector.
The +B connector is a single wire connector(gray) located in cavity in front of seat on most models.It's hot whenever bike is in ign,or acc switch mode....It is Not switched separately-if the ign is switched on or in acc position, then the +B is hot, so angthing you connect to +B that requires a switch must offer it's own ground and provide it's own switch.
In the same area is another connection that is called the Acc plug/jack......It is black and larger plus it is protecet by a rubber seal plug attached to it multi condictors by an anchoring strap....The Acc plug is switched and offers it's own ground.
The touring bike crash mount fog light kit offered by Harley should be connected to the +B connection....The lighting kit includes a relay, a switch and it's own ground circuit.....However, on many touring bikes, the lighting harness connection will not plug directly into the +B connection on the bike.....If you run into this problem, simply remove the lighting harness wire terminal spade fron the connector and plug the bare spade into the +B on the bike....The bikes +B connector is designed to accept the spade and also locks it into place and provides built in short protection for the bare male spade.
