I'm in the same boat you are. My old bike (04' Heritage) I had 14" apes on 2" risers and I could ride all day with no problems (I'm 6'2"). Now I've got an 07' FLHP and don't know what to put on em'.
6'-3" 300!!!! Talk about a fat "A"! I went with 12" baby apes from jp cycles about $50.
Was able to use stock cables & brake line. Want to go higher; 16-18" will be very comfortable. I had an Electraglide seat customized and cut back the backrest pad for more room when 2 up.
A lot of the bar height depends on where you position them, how high or low your seat is, and if you sit up straight or slouched. Comfort depends on what look you're going for as well. I had lower back surgery so I sit up straight as slouching causes pain. I have mine pushed forward enough to where the bars are about 3/8" from the windshield, when installed, and my arms have a slight bend. I played around with positioning and the position I have now is the most comfortable. My arms have a slight bend...not straight out....the grips are about a half inch below my shoulders, and as far as longer rides with no windshield.....i have no problems. If there is a strong headwind in the open desert it can be a little tiring but from my experience, that's on any bike. I could have gone with the Carlini 16's which measure out to more like 17" but I'm happy with what I have. If I were to get a seat that lowers me 1"-1 1/2" then I'm still good and could pull the bars back a tad if it was uncomfortable. The handling.....I feel it handles better and more naturally to me. takes about 10-15 minutes of riding around the neighborhood at slow speeds to get used to. Also, I don't feel the vibrations of bumps and such as much through the bars now. I would think for your size, 16" or 17" would be comfortable. Just be careful as far as width....you'll be like a balloon in the wind. I have a 35" sleeve and 33" inseam....that tends to prove a little difference in fit for people as well.

Same boat here 6'3, 310 and long *** arms and torso with an '06 FLHRC that has some aftermarket Carlini bars (too low) and stock seat that sucks with me and the fiancee on it. Going 18" Carlini apes and Sundowner seat! Can you post a pic of your bike as it sits now?
