this is a very common prob with this HD aftermarket part... its no you, something ya gotta live with I recon

 

Happens to everybody. If you do a search you will find tons of complaints about it. I found that if you tighten it the best you can and leave it, then keep tightening it every so often it will eventually come pretty close. Check it next week and you can probably tighten it a little more.

 

Looks like if you are able to keep tightening it a little at a time it should fix your problem.

 

Worked for mine, just kept working it until it closed. However, this was accomplished during installation. It did seem impossible when I first tried to put it on.
