There are 2 breathers, 1 in each rocker box, Harley sales an updated version to help alleviate this problem, I put them in when I did my cam's and had my heads worked, that was 15,000 miles ago and there hasn't been any excessive oil in the breather, there will be some oil but it should be minimal. The updated ones came in the updated cam install kit 17045-99D, maybe your dealer can break the part #'s down just for the breathers.
I tried the Harley new style breathers in my high compression twin cam and they helped but the problem wasn't solved. Tore the top end back down and installed the Doherty breathers after drilling the rocker asm's and problem was solved. In Harley's defense, their new style breathers were metal and replaced my plastic, looked like the Doherty Myst Free, but said nothing about drilling the oil passgae. Maybe the key is the oil return passage being drilled to facilitate the oil return to the bottom....
If you are running the oil at the correct level (NOT low), and the correct viscosity for the temps, then I would replace the umbrella valves in the rockers.
Other than that, you can use an external breather system like THIS. If you don't want to be cleaning that filter, then just extend the hose to the ground.

I have done the same thing for the past 10 years also with no problem.
I have tried it all on my '03 Twin Cam since adding the long duration cams and high compression pistons. Yes with lower oil in the tank there is less oil on the right saddlebag. But when you run it hard it is still gonna mist oil. I added the Doherty breathers and followed their instruction for drilling the rocker asm's and have never had oil mist outside the breather since.

Replacing the umbrella valves in the rockers was the advice I got from a very reliable local HD Tech with over 35 years of experience. Mine started around 9000 miles with stage 1 and Doherty PowerPacc. I do 90% interstate riding on over 400 mile trips.
Next step is replace the umbrella valves and install the Doherty Myst Free Breather also.
I have kept ed the oil well below the full mark. I"m still under warranty, I'm wondering,,,,,,I think I'll ride over there after work and see what the say. Stubbs HD has been a good shop hell I had to get new cases and flywheel installed already. A balanced crank is sweet, I would highly recommend it.
