I cant see fork oil being the cause. I could be wrong, but if it lost all the oil I would think it would be pretty stiff on front but not hitting the fender. Thats a huge dip to hit the fender. I would think the springs should keep that from happening. Unless its already been lowered a couple inches in the front?

I have a 02 Ultra I bought new now with 92k on it in the last 4k miles with a HD sidecar on it and have never had a problem. But I do keep my bike well serviced by me. In all that time I do not think I bottom out the front end may be half a dozen times and most of this was going up the Alaska highway.
I think the first thing to do would be to drain any remaining oil and put back in the correct measured amount. See how much comes out compared to how much is suppose to go in. If that fixes the problem good, if not then you may need to pull the forks. Bottoming out on the road hitting potholes and what not is different then bottoming out when putting on the breaks. Unless you are really slamming on that front brake
