A 23" is unsafe and not possible to do without turning teh bike into a big wheel style harley aka trike. J/K, I need to laugh.

23"? Come on. Thats stupid. Looks gay. You will crash. There, by this time next year the 23" will be on all baggers...lol

You forgot to mention that that 21" wheel would look great with some ape hangers.

Apes are best nice n tall... they look great, really comfortable, and to some people apes feel even better in the corners. The only downside is they look stupid as hell on a touring bike, your arms go completely numb in about 13 seconds, and you'll never be capable of doing a full lock turn again...
