Radio pre-sets not working
The radio power fuse in my 2010 ultra is in the top right position of the fuse panel. The radio memory fuse is located in the upper left, but is the second fuse down from the top.
I would suggest removing both of these fuses instead of pulling the main fuse. Pulling the main fuse may require that your reset the home position of the TBW plus you if you have the security module, there is a process you follow before you just go and pull that big orange 40 amp fuse from it's socket.
Be sure and leave the fuse out for two or three minutes. You need to allow enough time for voltage to dissipate from the internal capacitors in the radio.
Re-install the fuses after several minutes and try adding radio frequencies or chicken band channels. What you had stored in the radio previously should now be cleared-out and you should have a clean slate on which to add memory locations.

The electrical service manual does not have your particular problem (that I could find) But there is one thing mentioned that can cure faults when a DTC is not shown.
( NOTE I HAVE NEVER DONE THIS AND AM JUST RELAYING THE INFORMATION)

FACTORY DEFAULTS
If a symptom is present without a DTC, restoring ROM defaults back to factory settings may resolve the issue, which can sometimes be caused by a unique sequence of rider interaction with the system.
NOTE
On FLHTCU models, set Intercom, VOX and CB squelch to midpoint and turn Weather Alert to OFF.
Access the radio diagnostic display and press softkey 1 (DEFAULT), or proceed as follows:
* Turn the ignition ON with the radio OFF
* Push and hold softkeys 1 and 3 and OK for 2 seconds
* Push the arrow up 2 times
* Push softkey 2
* Turn off ignition for 20+ seconds
* Turn ignition on and verify all defaults have been reset

They didn't have one, but said they could order it. I told him I had better wait because when I took in for a new battery last week, they found two oil leaks and my bill was $1010.34 and that bill is still on my M/C credit card bill which I will get around the 4th of next month.
98Ultr--You asked if everything else was ok, and it appears to be, just can't preset CB channels, radio channels work fine. So I am now manually on Ch 34 and that' where it will stay.
To VGTS4Q-- i didn't run the radio diagnostics.

OBTW it cost me .5 hrs for the diagnostics.
